Executive Orders: What Recourse Do Low-Income Clients Have?

National Health Law Program and Shriver Center Focus on How Attorneys Can Confront Aggressive Executive Attacks on Safety Net Programs

President Trump is a "HUGE" fan of executive orders, issuing more in his first year than his two most recent predecessors. And while previous administrations, particularly the Obama administration, issued executive orders to protect the rights of low-income people and underserved communities, Trump has used his executive power to weaken our social safety net, undermine environmental protections, and target minorities. These orders are burdening low-income communities, and creating confusion for poverty attorneys and advocates who must navigate a shifting and troubling legal landscape.  There are limits, however, to the scope of executive power.  Abigail Coursolle, senior attorney at the National Health Law Program, in a paper for the Sargent Shriver National Center on Poverty Law, explores those limits, and provides insights for advocates.  Additionally, Coursolle will join the Shriver Center's March episode of the Advocacy Exchange to discuss this paper.
